Over the years, presenting a periodic overview of the most recent and significant developments and trends in the field of social security has become for the International Social Security Association (ISSA) both a tradition and a firm commitment. Benefiting from the vast quantity of information uniquely available to the ISSA, the triennial review that it carries out on the occasion of each General Assembly has as its basic objective to take stock of the current state of social security worldwide and focus, through expert analyses, on some of the most pressing social security issues. The present book is the outcome of the most recent review, for the period 1996 to 1998.
Thanks to Social Security Worldwide, its high-performance information system which gives users online access to fresh and reliable information (http:www.issa.int/ssw), the Association is able to identify emerging social security issues and the innovative approaches being implemented by its 400 or so member institutions in over 140 countries. And by associating international social security and social policy experts in this endeavour, it aims at providing the widest possible spectrum of views and opinions.
With this volume and those to follow in the International Social Security Series, the ISSA intends to significantly extend the access of an international readership to accurate and up-to-date information and analysis on social security, which has without question developed during the 20th century into one of the most important publicly financed and administered institutions in modern society.
The chapters are grouped into two parts:
Part 1 treats subjects related to policy trends and regional developments, with special emphasis on such important issues as redesigning social security programs, new management practices and the informal care dilemma. It features major aspects of developments in Asia-Pacific and Latin America.
Part 2 focuses on specific program areas, with special emphasis on problems and reforms in employment policy, pension systems and public disability schemes. Information is also provided on new approaches to ensuring adequate access to health care and changes in family structures as well as recent experience with alternative responses to social protection issues through social assistance or social insurance.
I wish to express my appreciation to the authors. Without their support and expertise this book would never have come to fruition and we would have been unable to provide the quality of information and analyses that we set out to achieve.
I also wish to extend my warmest thanks for the collaborative work of all those colleagues of the ISSA General Secretariat who developed this project and helped edit and revise the various chapters.
