The issue of Nicaragua arouses political passions, those that we see expressed almost daily in the newspapers of Europe, Latin America, and the United States. Few issues are more divisive within the politics of certain countries, and the evolution of the Nicaraguan drama threatens to drive a wedge between countries that are friends, allies, and partners. Although the facets of the problem are diverse and complicated, they are more often expressed in slogans and rhetoric than by dispassionate analysis.
In an effort to promote a rational, constructive dialogue on Nicaragua, the Royal Institute of International Affairs and the Institute of Soviet and East European Studies of the Graduate School of International Studies of the University of Miami held a three-day seminar in London in April 1986. Participants included scholars, government officials, and journalists from European and American countries ranging from Finland to Argentina.
This volume contains the papers presented. The viewpoints represent those who favor a negotiated settlement through the Contadora process, those who espouse the policies of the Reagan administration, and those who analyze the different tendencies of the Nicaraguan democratic opposition-in-exile. One participant from Managua presents a paper representing the views of the Sandinistas. (Members of the Sandinista government were invited to the seminar but chose not to attend, presumably for fear of legitimizing the exiled opposition.)
Of all the international conferences yet held on this topic, this one may go on record as having been the most thorough exploration of the issues without pointless polemics. For this achievement, great credit is due to Dr. Esperanza Duran of the Royal Institute in London and Professor Jiri Valenta, Director of the Institute of Soviet and East European Studies of the Graduate School of International Studies, University of Miami.
Thanks to their efforts in drawing up and managing a sound program, the seminar participants left the conference with a far better appreciation of the problemand of one anothers viewpoints. That is as much as any international conference can accomplish.
Since the conference, a number of important events have occurred. The U.S. Congress has approved the controversial $100 million aid package to the contras. The latter, meanwhile, have reconciled important differences among themselves and now present a more united front to the outside world. The Socialist International, at its June 1986 meeting in the Lima, Peru, admitted members of the Bloque Opositor del Sur (Southern Opposition Front) as observers over the objections of the Sandinista government leaders, who were also observers. The Nicaraguan government has shut down the last opposition newspaper, the prestigious La Prensa , and has blocked two key members of the Catholic hierarchy from returning to Nicaragua, actions denounced by the Pope during his June 1986 visit to Colombia. Meanwhile, the Contadora peace efforts remain at an impasse. All these events show a deteriorating situation, making negotiated settlement increasingly remote. They also justify the foresight of the organizers of the conference.
