The purpose of this volume is to open up a discussion on the desirability and methodology of accommodating, both literally and metaphorically, the many ethnic differences that increasingly characterise cities. Ethnic difference has been brought into sharp focus by the massive migration flows that have helped define the twentieth century a period designated the Age of Migration by Stephen Castles and Mark Miller in their recent book of that title (Castles and Miller, 1993). However the juxtaposition of ethnic difference is also found in many locations to be of even longer standing than this, as illustrated in several of the case studies in the present volume.
Whatever the roots of the contrasting ethnicities, the provision of adequate and appropriate housing in secure environments has presented itself as a major and by no means easy task. In this project academics, housing practitioners and urban planners have parts to play. It is my hope that the analyses and experiences reported in Ethnicity and Housing will make a useful contribution to both practice and theory in this field.
An edited volume such as this one owes much to many people. Firstly I would like to acknowledge the support and encouragement given by Victor Blease, former Chief Executive of Northern Irelands public housing authority, the Housing Executive. I would also particularly like to thank Gill Alexander of the Cartographic Unit in the School of Geography at the Queens University of Belfast for preparing all the drawings deployed in this book. Introduction

This volume has its origins in the 1995 Congress of the International Federation for Housing and Planning. This Congress was held in Belfast, in September of that year. The decision taken in the early 1990s to invite IFHP to Belfast was a bold step, given a context of continued ethnic conflict in Northern Ireland, punctuated as it was by occasional outbursts of violence. However this context was radically transformed when, in the later summer and early autumn of 1994, first the Irish Republican Army (IRA) and then the loyalist paramilitaries declared cease fires. In consequence it was possible for the final stages of organising the Congress to be undertaken with a greater degree of confidence than had earlier seemed possible.
