The turbulent decade of the 1980s began with financial calamity in several sectors of the U.S. economy from automaking to agriculture (Dooley & Catalano, 1988; Voydanoff, 1990). News stories featured the plight of families leaving the Rust Belt of the Midwest for an uncertain economic future in the southern or coastal states. Images still remain of network television interviews of farmers expressing their concern that high debt and decreasing land values, coupled with low commodity prices, would drive them from their land.
