THIS SHORT BOOK INTRODUCES International Relations (IR) using the metaphor of game. It uses the metaphor to highlight the nature or logic of IR and to illuminate the most important principles and rules governing international affairs among states. Since IR requires multifaceted knowledge of history, politics, economics, and law, most introductory texts of this field are long and comprehensive. Whereas comprehensive texts are an excellent source of conceptual, theoretical, and empirical information, they also can overwhelm the beginning student.
This book offers a different way to introduce IR. Rather than covering most of the key themes of the field, it focuses on the fundamental ideas, concepts, and principles. To ensure accessibility and coherence, international politics is presented through the metaphor of game. As I note in , the metaphor is used as an organizing principle for a number of reasons. First, since a game is a competitive, interactive activity, it emphasizes the dynamic nature of international politics. Second, the metaphor provides a means by which to introduce IR in a concise, coherent way. And third, the game metaphor offers a structure by which to highlight key elements of the IR fieldnamely, the nature and goals of the game, the rules of the game, and strategies for playing.
The book is divided into three parts. In , I describe how states play the IR game, focusing on the nature and role of foreign policy and some of the different ways that states seek to advance their vital interests in global society.
. Despite global cultural diversity, states share a common political morality that helps to structure international affairs. These shared moral norms provide a basis for action in such areas as human rights, the use of force, humanitarian relief, and environmental protection.
In ), I conclude by exploring the future evolution of the IR game. I first examine the contemporary dynamics between globalization and political fragmentation along with the current tension between state sovereignty and globalism. Based on these contemporary challenges, I sketch three potential futures. These three models are based on the two dominant IR paradigms, realism and idealism/institutionalism, along with the emerging postmodern perspective arising from increased transnational governance and global integration. Although states are the major players in both the realist and idealist models, the postmodern world involves the growing influence of nonstate actors and a diminishing role for states. In effect, the postmodern model represents a significant departure from the classical system based on state sovereignty.
