As chairman of one of the research programmes of the Norwegian Science Council on government and administration I am pleased that the Council has sponsored this book. Sustainable development is the overriding goal in environmental policy and administration and this book contributes to the understanding of the conditions for achieving that goal.
The range of countries covered in this book - representing as they do different stages of development in environmental policy, different state and institutional traditions - provides an interesting opportunity to understand how different types of countries confronting roughly similar problems of environmental management have responded politically and (re)organised their administrative system for carrying out these policy decisions. The readers are well-advised to prepare themselves for a tour de force of the European development of the role of state in environmental policy and, therefore, in public policy in general.
Each of the ten country chapters enables the reader to appreciate the experience of each country separately while, at the same time, the book provides a basis for a comparison of the different national institutional responses to the range of environmental problems confronting such countries. While the Norwegian chapter stands on its own merits, I find it particularly interesting to see how Norway's and the other nine countries' responses to the environmental problems are put into a comparative perspective and discussed within such a perspective.
Students of environmental policy and administration as well as of state society relations, be they occupied with these challenges on a theoretical basis or in practice, at national or local levels, will profit from this book. It will increase their understanding of governing our environment.

This book is an outcome of a project emanating from a workshop, organised by the editors, on comparative research on environmental policy and administration. Two or three participants from ten Western European countries were invited to the workshop, that took place at Drbak, a charming town on the Oslofjord.
In pursuing this project we have incurred several debts which we gladly acknowledge, We are grateful to the Norwegian Science Council, which sponsored the workshop that first brought most of the contributors together, and later helped to co-finance the project. We also wish to thank the Faculty of Social Sciences and the Department of Administration and Organisation Theory of the University of Bergen for their financial support. Protecting the environment a challenge for governance
This book is intended to provide an overview of developments in the area of environmental politics, policy and administration in a selection of ten Western European countries: Denmark, France, Germany, Greece, Italy, the Netherlands, Norway, Spain, Sweden and the United Kingdom. In the light of the growing importance of the European Union for what both its members and other countries do in this field, a chapter on the EU has also been included. The range of countries covered, representing as they do different stages of development in environmental policy as well as different state and institutional traditions, provides an interesting opportunity to examine how different countries, which confront roughly similar types of environmental problems, have responded politically and (re)organised their administrative systems for carrying out these policies. These developments will be illuminated in a comparative perspective, and various country-specific as well as more general characteristics will be discussed.
