Chapter 1
Challenges of Transparency and Accountability
In 2013, the Public Accounts Committee of the United Kingdom Parliament criticized the capacity of the Revenue and Customs Department (HMRC) to deal with tax avoidance by large corporations. In particular, it drew attention to the practice of Treasury and HMRC in seconding taxation experts from the big four accounting firms to advise on the making and implementation of taxation policy. Such cooperation, it argued, amounted to an unhealthily cosy relationship and could compromise the governments defence of the public interest against the vested interests of the corporate sector.
In 2013, a report from the Netherlands Childrens Ombudsman, a deputy of the National Ombudsman, reported that the percentage of requests from migrants for family reunion that were rejected had increased from 12% in 2008 to 83% in 2011. During that period, not only had the rules for family reunion been tightened, in an attempt to reduce fraud, but children were allegedly being interviewed by untrained embassy staff and applications were not being handled with sufficient speed and humanity. Members of Parliament from all parties demanded a detailed report from the Home Affairs minister who undertook to conduct a shake-up of administrative processes.
