The study includes a review of micro-studies of agriculture and livelihoods from the ten former homelands. A range of unpublished materials and original field research are also used to provide an overview of society and economy in Venda at the end of apartheid and to highlight the problems faced by households attempting to secure a livelihood from the land.
The Tshiombo case study found that agriculture contributed approximately a quarter of household income (in cash and kind) with the balance coming mainly from wages and state pensions. Wide disparities were found between households, however, in terms of land-holding, agricultural output and overall household income.
The study concludes that there is scope for further development of the agricultural economy at Tshiombo but this will require comprehensive reform of existing state services such as tractor ploughing and agricultural extension. More flexible partnerships between the state and non-state organisations, including private entrepreneurs, individual farmers and the struggling Tshiombo Co-operative in the provision of credit, marketing and transport services are also identified as areas suitable for development. Constraints of land, capital and household labour suggest that in most cases agriculture is likely to remain supplementary to income obtained from the non-farm economy, but can be a valuable source of food and an important safety-net in times of crisis.

This study is concerned with the conditions under which small farmers in the former homelands of South Africa obtain their livelihood. It focuses particularly on Venda, one of the smallest and least known of the homelands, and includes a case study of a long-standing irrigation scheme at Tshiombo. The objective of the study is to gain an understanding of how small-scale agriculture contributes to household livelihoods in the homelands during the transition from apartheid to democracy and to identify areas in which the state, or other parties, can intervene to redress the historic neglect of black agriculture and develop the rural economy.
This chapter provides a brief historical introduction to the problematic addressed by the study and an overview of the chapters that follow.
The formal ending of apartheid, and the coming to power of the countrys first democratically-elected government in April 1994, raised the possibility of fundamental social and economic change in South Africa and promised a better life for all. The nature of the negotiated end to white minority rule has, however, left much of the structure of racial inequality intact, particularly in areas such as income, land-holding, and access to health, education and welfare services, which raises serious questions about the ability of the new government to effect radical social or economic change.
Of all the manifestations of inequality and oppression under apartheid, none was as stark, or potentially as enduring, as the territorial separation of people along racial lines. The establishment of separate rural homelands for the African population was central to the aims of grand apartheid and an essential component of the system of economic exploitation and political repression which sustained the power and wealth of the white minority. Overcoming the legacy of this extreme form of racial oppression is probably the greatest challenge facing the new South Africa.
