This book offers an original and challenging interpretation of the ways in which young peoples unemployment and general non-participation is becoming marginalised and criminalised. It re-examines the causes and consequences of non-participation from an unusually wide range of disciplines, using an innovative theorisation of the fast-changing relationships between extended studentship, welfare provision, labour market restructuring and crime. This approach offers an important contribution for understanding what it means for young people to be socially re-positioned and economically excluded in increasingly unequal societies, in and beyond the UK.

Ross Fergusson is Senior Lecturer in Social Policy in the Department of Social Policy and Criminology at The Open University, UK. His principal research interest is in policy development and the governance of young people at the interface between social policy and youth justice policies. The focus of this work is on young people who are defined as non-participants at the margins of compulsory participation in education, labour market entry, mandatory training and unemployment. His work explores these points of policy intersection theoretically and empirically and draws on a range of disciplines, including sociology and political economy as well as social policy and criminology. He publishes in policy, education, politics and criminology journals.
Whatever its merits and limitations, this book is the outcome of a (very) long-standing project. As a result, I owe a debt of considerable gratitude to more people who variously provided motivation, inspiration and encouragement over the years than it is possible to mention here. There are many I do not know personally, but among those I know well, two good friends who were also one-time colleagues offered more by way of inspiration, guidance and support than they could possibly know. In many respects, my own intrinsic interest apart, the project began from my work alongside (and briefly with) Roger Dale, and was renewed and reoriented by working with John Muncie both at The Open University at the time.
