Teenage pregnancy is seen as a problem by researchers and policymakers alike all over the world, but particularly so in the context of developing countries. Here, it is seen as an obstacle to personal and national development, exacerbating the gender gap in education, and placing an additional financial burden on low income families. This book considers the opposition between pregnancy and parenthood on the one hand, and education on the other, using the specific case of in-school pregnancy in Mozambique.Drawing on the voices of young people, their families, and their teachers, this book aims to build an understanding of how individuals and communities react to in-school pregnancy policies. The result is a critical challenge of current policy guidelines that indicate pregnant schoolgirls should be transferred to night courses, initially set up to boost adult literacy. The book also demonstrates that young people operate within a range of constantly shifting and interweaving normative frameworks, and that a nuanced understanding of their agency can only be achieved by synthesising their individual perceptions with an understanding of the social, cultural, and historical contexts in which they operate.Concluding by stepping outside of the Mozambique case, this book aims to appeal to scholars and policymakers looking at development, gender, and education within Mozambique, but also within the Global South more generally.

This book seals a journey. Geographically, between Europe and Mozambique. Theoretically, between a positivistic and a more postmodern positioning of myself. These movements have been a constant throughout this study, and I hope I managed to convey how meaningful this journey has been to me.

As this book goes into press, I have been informed that decree 39/GM/2003 has been revoked. I am delighted by this change of policy, which only confirms the findings I discuss here: policies aimed at regulating pregnancies and parenthood within educational institutions have a downside, which exacerbates discrimination against women and girls. It is reassuring to see that policy makers themselves have realised this negative impact, and reversed it. In light of this, this book is even more timely as it serves as a blueprint for future studies in this and other other areas of policy making. Ultimately, in order to increase our understanding of individual behaviours and choices we need to create a space where global trends encounter local cultures and norms. Although decree 39/GM/2003 has been revoked, its impact will not vanish overnight: it will take time before the consequences of this change will trickle down and become effective. The national Ministry of Education will be working on replacing decree 39/GM/2003 with a more appropriate and efficient policy tool. I hope this book will support the conversation about the future, and contribute to rendering education inclusive and sustainable, both at the level of policymaking, and school practices.
