Business Plan for

Government Management Services

(GMS)

by

Hank Rearden

MISSION STATEMENT

To replace all political parties in all democracies across the world with a private, for-profit company that manages these governments and countries in the best interests of the people, and not a political party.

COMPANY DESCRIPTION

Government Management Services (GMS) is a surprisingly simple solution to one of the world's largest problems corrupt government. Most democracies throughout the world are plagued by political systems that, though originally set up to serve the people, have now degraded into self-serving political entities. Though these political parties may be ideologically opposed and in heated competition, these parties ultimately operate as duopolies or cartels putting their own interests ahead of the people they were elected to serve. GMS aims to break these cartels by offering the people a government that is transparent, adheres to a code of ethics, is immune to corruption and graft, and governs in the best interest of the people.

GMS will achieve this by simply operating as a large recruiting firm wherein it finds the best candidates for all political office positions at all levels of government. These candidates will work for GMS and MUST abide by the code of ethics put forth by GMS or face termination. This bypasses any ability to bribe, influence or otherwise corrupt our candidates as they are beholden employees of GMS and not free agents of the Republican or Democrat party.

GMS will generate revenue by successfully winning enough seats at the state and national levels to implement legislation that would compensate GMS on an annual basis 1% GDP at the national level and 1% GSP (gross state product) at the provincial level. This could theoretically generate 2% of the free-world's GDP on an annual basis making GMS the richest and most successful country in the history of the world.

While GMS will be the corporate entity, it will run its candidates under the Truth and Reality Party brand name. The Truth and Reality Party will simply be that - a party based on truth and reality. All policy, decisions, political platforms, etc., will not be based on political or economic interest, but two simple things truth and reality. This concept, using truth and reality as the guiding policy to create our political platform, will obsolete any political party, win the loyalty of voters and give GMS the ability to dislodge current political parties as well as give it more longevity than any political party.

PRODUCT/SERVICE

The primary service GMS will offer its clients is one simple thing corruption-proof government. However, selling something as ideal as corruption-proof government is not as easy as it might seem, if for any other reason that people would simply deem it too good to be true. They have always suffered some level of corruption in the government and have psychologically come to accept it as a regrettable fact. To break this predisposition GMS must convince the people this is a legitimate and real operation aimed to be in their best interests and not some scam. To do this GMS will rely on several things;

1. Code of Ethics - Arguably the single most important document of GMS will be its code of ethics. It is a binding contract between GMS, its employees, its candidates and the people we would serve. Not only is it important because it would detail, outline and guarantee the behavior of elected GMS officials, but also because no other political parties have one (let alone abide by one). All Truth and Reality Party candidates must vote in line with the code of ethics and behave according to the code of ethics. The entirety of the code of ethics is beyond the scope of this proposal, but would include things such as;

1. Always tell the truth
2. Vote according to the political platform
3. The refusal to accept bribes and political donations
4. Take only a 2 week vacation
5. Refuse to use taxpayers dollars for personal expenses
6. Pay their taxes
7. Abide by all laws the citizenry must abide by
8. Agree to a legally binding document that if they violate the code of ethics they will be terminated and will relinquish their office immediately

This document will not only make the Truth and Reality Party more marketable than its competitors, but codifies the precise service we will be providing to our clients. People can look it up and know precisely the type of people they would be voting for and precisely what those people would do when they get into office.

2. Enforceability While the code of ethics alone will put GMS at an advantage over its competitors, the true benefit of the code of ethics is not that GMS/The Truth and Reality Party simply has one. It's that its enforceable. Current political parties are powerless to discipline and punish deviant members. Additionally, most political parties turn a blind eye to corruption, bribery and graft, if not actively participate in it. GMS is different in that all Truth and Reality Party candidates are employees of GMS and will be immediately terminated if they ever violate the code of ethics. This enforceability gives GMS a huge marketing advantage over traditional political parties in that we can actually force our candidates to keep their campaign promises.

3. Internal Inoculation/Immunization from Corruption Related to enforceability is that our candidates will be inoculated from any political influence. Since they work for GMS and must abide by the code of ethics, this immunizes them from any corrupting influences, including their own. However, there is an unforeseen advantage in this. Since the code of ethics and morality are internally enforced, this gives the Truth and Reality Party a huge advantage over its competitors. For example, term limits. Logic would suggest one of the first things the Truth and Reality Party would do is vote for term limits. However, this would merely be giving up our competitive advantage over other political parties as now ALL parties would have term limits. Since term limits are internally forced in the Truth and Reality Party has no reason to force it on other parties. Keeping the ethics within the party and not legislating it maintains its competitiveness against other political parties.

4. Standards for Candidates While most political candidates are selected based on a primary and within a political party, it is usually the candidate with the most money, power, and influence that gets elected. Nowhere is this more apparent than in US politics. George W. Bush was the son of former president. Al Gore the son of a senator. Nancy Pelosi the daughter of the mayor of Baltimore. John Kerry, married to the Heinz empire. Mark Dayton, the grandson of the founder of Target. All of them from well-to-do families, all of them never having to work.

This has resulted in a political ruling class where essentially trust fund babies run for office as a hobby, giving no consideration to the heavy responsibilities of governing the nation. Worse still because the vast majority of elected officials come from this trust fund class, they lack the real world skills, abilities, knowledge, intelligence and just plain common sense needed to run governmental institutions effectively.

To remedy this, GMS has standards as to who can and (more importantly) cannot run under the Truth and Reality Party. These standards are largely based on preventing career politicians or people prone to corruption from ever getting into office. Additionally, having these standards will give GMS a distinct marketing advantage over our competitors. Such standards would include;

No lawyers
No bankers
No Ivy League graduates
No previous politicians (if you've held office before, you cannot run under GMS)
