The starting point for this book was an award in 1990 from the Canadian Government to examine multicultural policy and practice in Canada. Our field work was based on a Board of Education in Ontario, which we have called the Ferndale Board in order to preserve the confidentiality of all those who spoke to us so candidly about the challenges and the problems which they faced. We would like to express our gratitude to educational administrators, school principals, teachers, school-home liaison personnel and community workers, both for their initial willingness to talk to us and to allow us to observe them at work, and for the helpful comments which they later made on various drafts of the book.
