The twentieth century has seen public administration come of age as a field of study and practice. As a result of the dramatic growth in government, and the accompanying information explosion, many individualsmanagers, academicians and their students, researchersin organizations feel that they do not have ready access to important information. In an increasingly complex world, more and more people need published material to help solve problems.
The scope of the field and the lack of a comprehensive information system has frustrated users, disseminators, and generators of knowledge in public administration, While there have been some initiatives in recent years, the documentation and control of the literature have been generally neglected. Indeed, major gaps in the development of the literature, the bibliographic structure of the discipline, have evolved.
Garland Publishing, Inc., inaugurated the present series as an authoritative guide to information sources in public administration. It seeks to consolidate the gains made in the growth and maturation of the profession.
The Series consists of three tiers:
core volumes keyed to the major subfields in public administration such as personnel management, public budgeting, and organizational behavior,
bibliographies focusing on substantive areas of administration such as community health; and
titles on topical issues in the profession, such as civil service reform, productivity, and ethics.
Each book will be compiled by one or more specialists in the area. The authorspractitioners and scholarsare selected in open competition from across the country. They design their work to include an introductory essay, a wide variety of bibliographic materials, and, where appropriate, an information resource section. Thus each contribution in the collection provides a systematic basis for manager and researchers to make informed judgments in the course of their work.
Since no single volume can adequately encompass such a broad, interdisciplinary subject, the Series is intended as a continuous project that will incorporate new bodies of literature as needed. Its titles represent the initial building blocks in an operating information system for public affairs and administration. As an open-ended endeavor, it is hoped that not only will the Series serve to summarize knowledge in the field but also will contribute to its advancement.
This collection of book-length bibliographies is the product of considerable collaboration on the part of many people. Special appreciation is extended to the editors and staff of Garland Publishing, Inc., to the individual contributors in the Public Affairs and Administration Series, and to the anonymous reviewers of each of the volumes. The use of public opinion polls by policy makers and social researchers has continued to grow in the past decade. Along with this growth there have been significant changes in methodology and technology of which computer-assisted telephone interviewing is probably the most widespread example. The literature describing these changes is found in a broad range of books and professional journals and even experienced poll users and researchers are unlikely to be aware of them all.
