Theresa Bauccio-Teschlog, CPPB, is a career procurement professional with nearly 25 years of procurement experience. She has held many NIGP positions, including Education and Research Chair, Membership Secretary of the Washington State Chapter of NIGP, and is also an NIGP instructor. Theresa is a graduate of Seattle University where she earned her Bachelor of Arts in Business Administration with a dual concentration in Operations Management and Marketing. She also holds a Certificate in Construction Contracting from Portland State University. Theresa is currently pursuing her Masters in Business Administration from Central Michigan University.
Dennis Carney is a certified public procurement officer (CPPO) with an MBA from Capital University in Columbus, Ohio. Mr. Carney managed procurement, delivery services, and warehousing for the Columbus City Schools for 15 years. During that time, he was responsible for contract negotiation, award, and implementation. Prior to working for the school district, Mr. Carney spent 10 years in purchasing and warehousing with Bank One Corporation. Mr. Carney currently teaches procurement classes for the National Institute of Governmental Purchasing (NIGP). He has written extensively for NIGP, including co-authoring public procurement best practices for Audits, Developing Evaluation Criteria, and The Evaluation Process.
Joyce D. Foster, CPPB, CPPO, has more than 30 years of public purchasing and contract administration experience. Joyce graduated from Georgia State University and holds a paralegal certification from the University of Georgia. She is a master instructor for NIGP, has contributed to the development of face-to-face and online classes and global best practices, and is a contributing author to NIGPs protest text. She is currently employed in procurement and contracting with DeKalb Peachtree Airport in Atlanta, Georgia.
Ronald King, originally from South Boston, Virginia, has more than 37 years of purchasing experience in both the private and public sectors, beginning as a buyer with Leggett department store for six years then moving on to the public sector at the University of Virginia in 1987. Ron has performed procurement duties at the University of Virginia, Virginia Commonwealth University, Virginia Museum of Fine Arts, Department of General Services/Division of Purchases and Supply, and the Virginia Department of Agriculture and Consumer Services. He retired in March 2018 as Deputy Director, Sourcing and Contracting for the Virginia Department of General Services/Division of Purchases and Supply in Richmond, Virginia. He is currently the content developer for NIGP: The Institute for Public Procurement.
Christine Weber, C.P.M., CPPB, has been a procurement professional for over 20 years. Her experience includes 10 years of corporate procurement, management, training, and change management for companies in the Washington, D.C. area. Her public procurement experience includes director-level and state-wide experience at a wide variety of Colorado agencies, including Colorado State Patrol, University of Colorado, the Colorado Department of Human Services, and the State of Colorados State Purchasing and Contracts Office. As an NIGP certified instructor, she supports public entities with challenging, fun, and effective hands-on approaches to learning.
