T he reverberations of the May 1998 nuclear tests in South Asia were felt around the globe, and the initial reaction was a mix of condemnation and consternation. Since then, though, interest has been revived in rejuvenating the moribund global nuclear disarmament, and a sustained effort undertaken by the United States and India to address a range of serious issues.
Though it is common knowledge, it is worth recalling for America that India is home to nearly a billion people in one of the poorest regions of the world, with bewildering variety along ethnic, religious, linguistic and cultural lines. Yet it has managed to weave an intricate seam of unity through its diverse national milieu to create an ornate socio-political fabric that is as elusive to define as it is captivating to observe. In the half century since this ancient civilization was emancipated from British colonial occupation, its vibrant polity has emerged and sustained itself as the world's largest democracy. In the current decade, significant efforts have been made to integrate the country into the global economic matrix. Increasingly, this new sense of pragmatism that pervades its economic sector animates the national security discourse as well. As this modern India searches for its changing place in the community of nations, it presents unique challenges as well as opportunities to the world's greatest democracy, the United States.
