One of the major forms in which scholarly research and analysis in international relations has appeared since the Second World War is the collection of essays by several authors. This may be associated with an occasion, honour a distinguished scholar, form the published record of a conference, or result from the initiative of an editor who commissions a series of original papers on a theme or problem.
In content and style these essays vary widely and include the ephemeral pice d'occasion, the reflective essay, and the substantial research paper. As reviewers are fond of remarking about such collections, the quality is often uneven and the topics sometimes ill-connected. Whatever the merits of a volume as a whole, however, a particular contribution worthy of notice loses its individuality under the cover of the editor's name and the broad or uninformative title that such a book often bears.
Bibliographically, the field of international relations is not well provided for, but this category tends to suffer more than the scholarly monograph and journal article. Although there are a few serial bibliographical publications that give partial control of some aspects of the subject, there is no single work that deals adequately with the multi-author book in international relations as a whole. In addition, there are many essay collections in other fields containing one or two essays of interest to the international relations scholar that he is unlikely to discover. It is hoped that this bibliography of individual contributions will make more accessible much valuable scholarship and reflection.
This bibliography details original material on international relations since 18 70 written in English and appearing in non-recurrent multi-author works published between 1945 and 1975. Most of these criteria are clearly defined, but the precise boundaries of the field of international relations are by no means universally agreed upon by scholars in this field. We have distinguished between core topics such as foreign policy, defence, and international organisation, and peripheral areas such as international economics, international law, and diplomatic history. The latter disciplines have their own specialised academic literatures, from which we have included only those essays that we judge to have more general relevance to the student and researcher in international relations.
Within these limits we have further selected only those essays that make an enduring and substantial contribution to the study of international relations. We have concentrated on the theoretical, analytical, and historical work that seems least likely to become out of-date in the near future and have accordingly excluded much commentary on current events and situations. Introductions and conclusions that are substantial essays in their own right have been included.
The only recurring publications that we have included are NOMOS, the Yearbook of the American Society for Political and Legal Philosophy, and the symposia of The Conference on Science, Philosophy and Religion in Their Relation to the Democratic Way of Life. These contain interesting essays that might otherwise escape the scholar's attention. Although reprinted material has been excluded, we have in a few instances included books that have appeared previously or simultaneously as special issues of journals. In such cases the book form of publication is sometimes more readily available than the periodical form.
In addition, we have listed some items whose original publication was either obscure or ephemeral; similarly, English translations of essays originally published in a foreign language have been included. Only one book published before 1945, E. M. Earle's Makers of Modern Strategy, has been included, because it has become a classic.
The bibliography consists of four parts:
(1) List of essay collections. This provides full bibliographical details of the books whose partial or complete contents are found in the bibliography. The form of the bibliographical citation is designed to provide clear and easy reference from the shortened form of citation used in the
(2) Classified bibliography of individual essays. The essays have been grouped under broad subject classifications reflecting the main sub-divisions of the academic field of international relations as well as related disciplines. Each essay has been given a reference number that consists of the identifying letter of the section in which it appears and a number according to its order of appearance alphabetically by author in the section. In those cases where the essay's title does not sufficiently indicate its contents, the title has been supplemented by a descriptive phrase in brackets. Where possible we have placed related sections together, so that the reader should also look through sections adjacent to the one in which he is principally interested. A further means of cross-reference is provided by the two indices:
