About the author
Janice Morphet has had a career in local and central government and as an academic and consultant. She has degrees in sociology, planning, management, politics and literature. Janice has been a planner for over 45 years and has worked in a range of local authorities including London boroughs, county, district and unitary councils and was secretary of SERPLAN. She was head of a UK planning school and has been a professor of planning for over 30 years. She is now a visiting professor in planning at University College London where she teaches management for built environment professionals. Janice was a member of the ODA planning committee for London 2012 and she has been centrally involved in infrastructure delivery planning since 2007. Her latest research has been on the practices and geographies of devolution. Janice has written extensively on planning, local government and the EU.
Preface
Infrastructure has always been at the heart of planning. In the post-war years decisions about locations and scale of provision were supported by the application of public service standards how far should a five-year-old be expected to walk to school? How quickly should an ambulance respond to an emergency call? How many car spaces are required for a new development or town centre? Service providers were funded to deliver to these standards. Planners applied these standards to identify where there were gaps in provision and used their regular plan reviews to identify how any deficits in service provision could be met through land allocation, policies or other development options.
