This volume reports the results of investigations conducted at the Mill Iron site, a Paleoindian property named after a nearby southeastern Montana community. The site was discovered on public land by Bureau of Land Management (BLM) archaeologists helping the agency meet its responsibility to consider significant prehistoric resources when planning a Federal project. Subsequent work at Mill Iron, led by Dr. George Frison, was a cooperative effort between the University of Wyoming (UW) and the BLM; it is an excellent example of productive archaeological research conducted within the framework of the modern Federal preservation system that was initiated with the National Historic Preservation Act of 1966 (NHPA). In this instance, the academic community and the Federal agency generated the funding and brought together the talent needed to produce important new archaeological information and to share that information with those who helped pay the bill the interested public, the taxpayer, and the consumer.
Since the early 1970s, Federal land-managing entities such as the BLM, Forest Service, and other agencies that sponsor, assist, permit, or license activities that affect important historic and prehistoric sites have been responding to the NHPA and other laws protecting these kinds of resources. The agencies continue to participate in a national system with legal underpinnings that require historic preservation to be done in the public interest and authorize the use of public funds toward that end. With this tax-supported cultural resource work have come the inevitable bureaucratic structure and governmental control of funding, functions, and end products, which have profoundly influenced archaeology in the West.
