In a microwave-safe bowl, melt milk chocolate chips on high power in 30-second intervals until smooth, stirring often. Dip each marshmallow in the melted chocolate and tap off any excess chocolate. Place the skewers, marshmallow side up, in a tall glass so the chocolate can set; set aside. With a small paring knife, make a small hole in the center of each chocolate wafer. (Alternatively, place in the refrigerator about 10 minutes for faster setting.) Remove a skewer from the glass and turn it upside down so marshmallow is resting on a piece of parchment paper. Slide a dipped wafer cookie onto each skewer until it is flush against the marshmallow. Carefully slide 3 donuts onto the skewer. Put mini chocolate chips, pointed ends in, in each hole. Add of an orange candy to the top donut for a nose.

Stick red and green candy halves in the bottom two donuts for the buttons. Carefully stretch one of the -inch pieces of Fruit Roll-Ups until it is about 6 inches long. Wrap it around the snowmans neck and then trim the end of the scarf with scissors. If desired, add a flower sprinkle to the snowmans hat using melted chocolate to hold it in place. Form into a ball, place on a plate, and cover with plastic wrap; refrigerate 3 hours or overnight, until firm and chilled.
