Preface
This report reflects the findings of a mission that visited Poland during December 1991. This main mission was comprised of Messrs. J. Hicks (mission leader), R. Carrier, L. Ficinski-Dunin, J. Norregaard, and R. Prud'homme.
The mission would like to thank the Central Government authorities of several ministries that provided support to the mission, and in particular, the Office for Local Government, Council of Ministers, for facilitating the mission's visits to local governments. The mission visited (during two missions in 1991) the following local governments: Garwolin, Katowice, Kielce, Krakow, Jablonna, Lublin, Lubomia, Radom, Siewearz, Szudlowiec, Warsaw, and Zabrze. The hospitality and collaboration of officials of these gminas, as well as those of their respective Voivodships, are gratefully acknowledged; without their support, this report would not have been possible.
The main report (Chapters IVII) was written by James Hicks. The main report is based on contributions by mission members, as presented in Annexes IVIII. John Norregaard (OECD) provided inputs to the normative framework of the main report (Chapter II).
The Annexes provide detailed findings of the missions that visited Poland in June and December 1991. It should be noted that these Annexes reflect the situation in late 1991 and that they provide data collected from different sources that are not always compatible. Therefore, there may be mistakes of data and/or their interpretation. Despite these possible drawbacks, however, these Annexes present a rather comprehensive overview of Poland's local public sector assembled in one document. It is hoped that this will be useful for policy makers and analysts that must go beyond the broad design of reform policy and examine details of how to make the reforming system work better.
The Annexes were prepared under the supervision of J. Hicks. The primary authors of each Annex are: B. Kaminski for Annexes I, III, and IV; R. Prud'homme, Annex II; R. Carrier (with support from L. Ficinski), Annexes V, VI (Section C), VII and VIII; and J. Cracknell (supported by L. Ficinski), Annex VI.
