Ketleen Florestal is an economist with the Ministry of Economy and Finance of the Republic of Haiti and a former member of the minister's staff; she holds advanced degrees in both economics and law. She wrote this book as an economic policy management intern with the World Bank's Human Development Department.
Robb Cooper is a partner with the law firm of Scariano, Kula, Ellch and Himes in Chicago and an associate professor of Leadership and Educational Policy Studies at Northern Illinois University. He is the author of Instructor's Manual for Teachers in the Law (Longmans Press) and numerous publications in legal journals. He wrote this book as a consultant to the World Bank's Human Development Department.
