This book is SIPRTs third short annual report on what is going on in the world military sector, and on the success or failure of the attempts to curb what is happening there. Why is such a report needed?
It is needed because we have here a process that has got out of controldangerously out of control. Nuclear weapons provide the most obvious example. The size of the world stockpile of nuclear weapons is such that the use of only a small part of it would produce a planetary disaster. Yet all the five nuclear powersthe United States and the Soviet Union in particularare engaged in massive programmes of developing and deploying new nuclear weapons. At the moment, there are no negotiations anywhere about these matters.
The military seek to exploit for military purposes every new scientific development which comes their way. Thus the world is on the edge of an immensely expensive technological arms race in outer spacefirst, with the development of weapons to shoot down satellites, and then with the development of systems of defence against ballistic missiles, in these matters too, no effective negotiations are going on.
The acceleration of the arms race is not simply a technological struggle between the United States and the Soviet Union. Third World countries are also acquiring more sophisticated weapons, enthusiastically supplied to them by industrial countries which then deplore the conflicts in which these weapons are used.
There are many strong forces making for the continuation of the dangerous course on which the world now seems set. One of the few forces on the other side is that of public opinion. That is why as many people as possible should know something about what is going n. To this end, this paperback presents the more immediately relevant chapters from World Armaments and Disarmament, SIPRI Yearbook 1984, whose full contents are listed at the back of the book.
