Dennis L. Dresang is Professor Emeritus of Public Affairs and Political Science and founding director of the La Follette School of Public Affairs at the University of Wisconsin, Madison. His research focuses on state politics, public personnel management, and community issues. He has contributed to public service in a variety of ways: directing a research and public service seminar of La Follette School students examining community health issues and youth violence, chairing two major gubernatorial task forces, and serving on numerous tribal and local government commissions on human resource management issues. He is author of The Public Administration Workbook, 8e (Routledge, 2017).

Employees and managers in government agencies and nonprofit organizations deserve our gratitude. They provide us with critical services and, with some obvious exceptions, work hard to ensure our health, safety, and security. They tend to our children and the needy. They pursue justice and watch over the institutionalized. Their jobs are challenging and the rewards are primarily the satisfaction of making progress. But they are depicted as overpaid and underworked.
This book is written with respect and with full awareness of the shortcomings of public organizations. The hope is that by understanding individual, group, and institutional behaviors and by knowing the history and traditions of management in the public sector, we will retain that which is good and be smart as we pursue improvements.
The scope of this text includes both government and nonprofit organizations. The absence of profit as a goal and yardstick certainly presents human resource managers in government and nonprofit organizations with similar challenges. Likewise, governments and nonprofits share missions that are social, educational, and service-oriented. On the other hand, constitutional provisions and the dynamics of the electoral process uniquely empower and constrain governments. The similarities and differences of government agencies and nonprofit organizations inform the discussion of human resource management. While the focus is primarily on the United States, lessons from the experiences of other countries are included.
The primary audience for this book is the individual who has responsibilities for supervising and managing people. Few individuals will actually have careers as specialists in personnel management. Almost every professional and manager in a public agency or nonprofit organization, on the other hand, will have responsibility for hiring, developing, disciplining, and managing other employees. Most readers of other texts or of previous editions of this one have had to translate messages directed at personnel specialists into relevant lessons for the more general concerns of achieving agency productivity and responsiveness.
A central theme of Reinventing Government, Total Quality Management, continuous improvement, and other management reform efforts since the early 1990s, is to improve governance by decentralizing and devolving responsibilities. Agency managers have acquired increased discretion. They also have increased responsibility for the technical tasks of personnel management. In some jurisdictions there have been significant cutbacks in the central offices that did position analyses, recruitment plans, examination development, employee training, and compensation administration. Agency managers now need to do these tasks. With these developments in mind, this edition continues to explain the tasks and techniques of personnel management functions.
