I am pleased to receive the following report coordinated by the Congressional Research Service for the Subcommittee on Europe and the Middle East and the Subcommittee on International Economic Policy and Trade.

This study, which deals with European integration in the 1990s, is a follow-up to the 1989 CRS report on EC-92. The enhancement of European integration holds major implications for U.S. interests. It is important that we understand the likely impacts so as to be better prepared to respond and to manage our interests.

This study assists in analyzing and assessing those implications. It raises various questions and issues and begins to direct us in the proper policy direction.

The views and conclusions of the private experts contained in this volume are those of the authors and do not necessarily reflect those of their respective institutions, the Congressional Research Service, the Committee on Foreign Affairs or its members.
