Since Burmas current despotic military rulers took power in 1989, this pivotal, troubled, and bitterly divided Southeast Asian nation has rejected important opportunities for political and economic liberalization. The ruling State Law and Order Restoration Council (SLORC) has repressed Nobel Peace Price winner and opposition leader Aung San Suu Kyi and her fellow democracy advocates, rejecting their electoral victory in 1990. The SLORC had reached a wary truce with ethnic minority groups, and has recently become a member of the economically important Association of Southeast Asian Nations. This book examines the origins and consequences of Burmas current policies from military, political, social, and economic perspectives. It analyzes the Asian decision to constructively engage Burma, especially in economic affairs, versus the position of the United States and many other Western countries to treat Burma as a pariah. Other chapters focus on the drug trade (Burma produces more than 60 percent of the worlds heroin), the growing role of China as Burmas military and economic big brother, political culture and democratic traditions, the unsustainable nature of current economic growth, shortfalls in education and health systems, and Burmas potential for foreign investment.

THIS BOOK grew out of a collaborative research project and conference (held in December 1996, at Harvard University) sponsored by the Trustees of the World Peace Foundation and the Director and Fellows of the Harvard Institute for International Development. Most but not all of the chapters in this book were originally delivered at that conference, and then revised. The conference itself is summarized in David I. Steinberg, Burma: Prospects for Political and Economic Reconstruction, WPF Reports, 15 (Cambridge, MA, 1997). Steinberg also contributed in significant and formative ways to the design of the original conference; without his initial enthusiasm and support the project might never have become a reality. The authors and editor of the book are also permanently indebted to Dana Francis, of the WPF staff, for her assiduous editing of the book and for seeing the book through many stages to publication. Myanmar or Burma?
BURMA WAS long the name of the country between India and Thailand. In the nineteenth century there were Upper and Lower Burmas, and the hill territories. Eventually, under colonial rule, and at independence, there was one Burma. It took its name from the Burmans, the majority people of Burma and a people unrelated ethnically to most of the other peoples who came to be incorporated into modern Burma. Only when the State Law and Order Restoration Council (SLORC) installed itself in power after the 1988 student pro-democratic protests and their brutal repression by the army (which formed the SLORC) did the SLORC decide to re-name the country Myanmar. The democratic forces of the National League for Democracy (NLD), which overwhelmingly won the 1990 national election, refuse to accept Myanmar as the name of their country. The editor of this book abides by the NLD decision to resist a name change that was invented by a regime that has no national legitimacy. Hence Burma is used in the title and throughout the chapters, despite the resistance of the some of the chapter authors themselves. It should be clear that any criticism of the use of Burma rather than Myanmar should be directed at the editor, and not at individual authors. Using Burma and not Myanmar also accords with the policy of the World Peace Foundation, the Harvard Institute for International Development, and the U. S. Department of State.
