FOREWORD
As Director of Breast Test Wales for the past seven years I have been impressed with developments in screening and related services for women with breast problems. I am delighted to have been asked to write a foreword to this book on a technique which is of increasing importance in the diagnosis of breast cancer. A practical guide to the use of image guided biopsy of the breast is certainly timely when there is so much focus on quality in breast cancer care. The sections of this book have been written by experts in breast care. The contributions are from colleagues in a number of disciplines all of whom have been closely involved in developing screening services locally and nationally. The contributors are almost entirely Breast Test Wales colleagues, and I congratulate them on their work.
Breast cancer affects the lives of many thousands of women and their families in Britain. It is the commonest form of cancer in women, responsible for about 15,000 deaths and 30,000 new cases diagnosed each year in the UK. Despite better understanding of at least some of the risk factors and mechanisms that lead to the development of the disease, a strategy for primary prevention remains elusive. The strategy over the past decade has focused on effective population screening and the introduction of a more specialist approach to the diagnosis and treatment of breast cancer.
The national screening programme for the early detection of breast cancer was introduced by the four UK Health Departments from 1987, based on the recommendations of the `Forrest Report'. From the outset it was recognised that, to achieve the target of a 25% reduction in breast cancer mortality by the end of the century, the screening services should be staffed by specially trained and experienced specialists working in multidisciplinary teams to ensure satisfactory performance against national standards. In addition, appropriate quality assurance systems were deemed essential to monitor performance accurately.
