Preface
Handbook for Management of Human Services Agencies is designed as a basic guide for persons who are or will be responsible for developing and/or operating comprehensive or specialized human service programs. Although these job duties exist in both public and private settings, the managerial (administrative) functions described in this text focus on practices commonly performed in the private, not-for-profit sector. Practitioners working in a profit-oriented setting, however, will find many of the sections and exercises to be valuable aids for developing, operating, and maintaining successful service programs.
The purpose of this text is to provide readers with the fundamental knowledge required to establish and manage human service programs that are designed to meet the needs of persons with specific disabilities. The body of the text comprises twenty-three sections and describes tasks ranging from constructing mission statements and admission criteria to developing start-up budgets and allocating space for both direct and indirect services. In addition, each section provides definitions and guidelines, practical examples, reader exercises, and selected reference sources.
Every effort has been made to construct the text in such a way to optimize its usefulness for human service practitioners, students, and instructors. In that regard, management exercises are printed on tear-out pages for use in classroom or training program settings. This establishes the intent of the authors to create a working book

that assists readers in the acquisition of basic knowledge and skills which contribute to the enhancement of human service programming and budgeting, as well as community resource development.
